TOUR PERMITS

WHY DO WE NEED TO HAVE A TOUR PERMIT?
A tour permit that has been filed with and approved by the local Scout Council prior to an activity registers that activity as an official Scouting activity. BSA insurance coverage only applies to official Scouting activities.

WHAT IS THE PURPOSE OF TOUR PERMITS?
Tour permits reinforce two-deep leadership, transportation, aquatic activity and climbing requirements. Tour permits can also provide information necessary to locate a Scouting unit in the event of an emergency.

WHY IS IT IMPORTANT TO FILE THE TOUR PERMIT TWO WEEKS IN ADVANCE?
The two-week (in advance) filing helps to ensure that trips are well planned. The two-week filing requirement also allows time for correction if necessary.

WHAT ACTIVITIES REQUIRE A LOCAL TOUR PERMIT?
Several changes regarding Tour Permits were enacted effective January 1st. All units are encouraged to take note of these changes.
· At least one of the leaders participating in the unit outing needs to be current with Youth Protection Training. This is required for all outings. · Local Tour Permits will only be required for activities that take place more than 20 miles from a unit's normal meeting location OR include an overnight camping trip. · Tour permits are not required for participation in District or Council sponsored events (i.e. Camp-o-Rees, Summer Camp, etc.)

We need your help to plant the seeds for growth

Membership in the Northwest Suburban Council has been growing in recent years, but a closer look at the numbers shows that the growth comes from our non-traditional programs, such as Scoutreach, and Venturing. While this is good news, it also means our traditional Cub Scout and Boy Scout numbers are decreasing. Over the last two years, Cub Scouting membership has decreased more than 10 percent.

2002 NORTHWEST SUBURBAN COUNCIL SILVER BEAVER RECIPIENTS

COME TO THE ANNUAL COUNCIL CELEBRATION EVENT

FRIDAY MAY 9, 2003

Every year Northwest Suburban Council has an event to give all of its deserving adult leaders a chance to celebrate. After all, you leaders are the reason that we have such a great council, and such wonderful programs for our Scouts.

This year we are celebrating our Council's accomplishments, Districts Quality Awards, and the prestigious Silver Beaver Awards. The Silver Beaver Award is the highest recognition a Council can give to a volunteer scouter. We will honor six new recipients of the Silver Beaver Award, and have an evening of fun and fellowship.

The Celebration will take place at the Trackside Restaurant, located at the Arlington Park Race Track, 2200 W. Euclid Ave., Arlington Heights. Festivities begin at 7:00pm. There will not be a formal dinner, but make no mistake that there will be plenty to eat and drink. The cost will be $20.00 per person, with a cash bar. This is a non-uniform event.

Look for an invitation/registration form at the April Roundtables and on our Web site soon. Please reserve this date and plan on attending. You deserve a great evening out!


Commissioners Column

Spring is in the air. Does your Unit have your summer camping plans completed? Please contact your Unit Commissioner to help decide what camping programs your unit should be participating. Everybody knows Boy Scouts go camping, but our Council has wonderful Cub Scout Day Camp programs and Webelos Camping programs. Camp Lakota has a new Climbing Tower at Eagle camp site, the highest point in camp with a great view.

Yes, Boy Scouts do camp, but so do Venture Scouts and older Boy Scouts. Napowan Adventure Base is an accredited High Adventure Camp with great off camp programs, including a deep water scuba program. Keep your youth excited about Scouting, send them to a High Adventure outing at Camp Napowan.

To make raising the necessary money to go on High Adventure outings, NWSC is offering a new product sale designed only for Boy Scouts and Venturing Members. The youth will be selling Home Run Inn frozen pizza. For each pizza sold, $3.00 will be retained by the seller for camping fees and equipment. This is an easy sale for our youth, because the product will be picked up by the buyer. All you have to do is sell the pizza, collect the money at time of sale, and turn in a paid order to NWSC on April 23rd. Call your Unit Commissioner for details.

Is your Unit (Cub, Boy, or Venturing) suffering from a lack of active youth??? Then have a Spring Recruitment. There are many ways of doing a recruitment without necessarily going into the schools. Plan an exciting Saturday program with lots of FUN things to do. Then invite youth through church programs, word of mouth, and other community youth programs. For more information and ideas contact your Unit Commissioner.

I need to ask all units for a BIG Favor. I know that when you stop by the Scout Shop to pick up your advancements and other needs, its easy to walk across the hall and do your unit business with the Service Center personnel. We are having a problem with units not completing their paperwork before coming to the council office. Some units have lost Quality status because of small things such as missed signature, lack of proper training status noted for leaders, and other items that, when finally rectified, are beyond the turn in date for Quality Unit.

You all have a Unit Commissioner to look over your paperwork, and verify that everything is in order BEFORE you bring it into the Service Center. Please keep in contact with your Unit Commissioner.

Unit Commissioners have an undaunting job of helping your Unit in all facets of operations. They are knowledgeable in all areas of Scouting Service, Program, and fiscal responsibilities. Next time you see your Commissioner, or any Commissioner, thank them for the many hours that they put in for your benefit and enjoyment.

Join us for Napowan Venturing Weekend

Looking for something to do with your crew this summer? Come to Napowan Adventure Base. Each summer, our council sets aside one weekend at Napowan for Venturers. The camp is reserved from Aug. 1-3, 2003 for Venturing Crews to experience the camp as only Venturers can. In addition to the popular COPE course, the camp will offer Shooting Sports, Swimming, Boating, and Flintlock (the pioneer village) activities. You won't want to miss the Beach Party and several other special Venturing activities planned for this weekend only.
The food is fantastic - not your typical camp grub.

You'll also want to check out http://www.nwsc.org/camps/ for more information on High Adventure opportunities. Come to the weekend as a beginning or ending to your Blue Goose Adventure of scuba, biking or rock-climbing.



NATIONAL SCOUT JAMBOREE 2005
The Council Vice President for Boy Scouts, Hugh Smart, is pleased to announce the formation of a planning committee for the 2005 National Scout Jamboree contingent from the Northwest Suburban Council. Scott Ratter, from Troop 964 in Lake Zurich, has accepted the assignment as Committee Chairman and Contingent Coordinator for this event.

The 2005 Jamboree will prove to be a great opportunity for 144 Scouts and 16 Scout Leaders as the Council has accepted the opportunity to send FOUR troops to the event that is taking place July 25 – August 5, 2005 at Fort A.P. Hill, Virginia. Preliminary details are being worked out now and the Jamboree committee is being selected. An application form is a link on this site for those who want to secure a spot now. Leaders desiring to fill one of the 16 Troop leadership positions are asked to apply by using the proper application.

The National Office is looking for over 7,500 leaders to serve as staff members for the 2005 Jamboree. Applications for staff positions are available from the National Office website – www.scouting.org .
