TOUR PERMITS

WHY DO WE NEED TO HAVE A TOUR PERMIT?
A tour permit that has been filed with and approved by the local Scout Council prior to an activity registers that activity as an official Scouting activity. BSA insurance coverage only applies to official Scouting activities.

WHAT IS THE PURPOSE OF TOUR PERMITS?
Tour permits reinforce two-deep leadership, transportation, aquatic activity and climbing requirements. Tour permits can also provide information necessary to locate a Scouting unit in the event of an emergency.

WHY IS IT IMPORTANT TO FILE THE TOUR PERMIT TWO WEEKS IN ADVANCE?
The two-week (in advance) filing helps to ensure that trips are well planned. The two-week filing requirement also allows time for correction if necessary.

WHAT ACTIVITIES REQUIRE A LOCAL TOUR PERMIT?
Several changes regarding Tour Permits were enacted effective January 1st. All units are encouraged to take note of these changes.
· At least one of the leaders participating in the unit outing needs to be current with Youth Protection Training. This is required for all outings. · Local Tour Permits will only be required for activities that take place more than 20 miles from a unit's normal meeting location OR include an overnight camping trip. · Tour permits are not required for participation in District or Council sponsored events (i.e. Camp-o-Rees, Summer Camp, etc.)

$500 Scholarship To Be Awarded

EAGLE SCOUTS who are graduating and have plans to attend a four-year college starting this Fall, can apply for, and can be selected as, the 2003 Recipient of the Joseph DiLullo Scholarship of $500.

Because the pool of potential applicants is limited to graduating Eagle Scouts, the opportunity to be selected is very good. Parents and Leaders should encourage each graduating Eagle Scout to apply.

The deadline for applications is June 1, 2003. The recipient will be announced and the award presented by August 15, 2003.

Walk The Recruitment Talk All Year Long

As any Unit Commissioner can tell you, membership recruitment is a year-round activity for Cub Scouts and Boy Scouts. After all, it makes sense. What better time of the year to show off your unit's program than when activities are in full bloom. As we move into the spring and summer months, the membership committee would like to stress the importance of this task.

If you are a unit leader, try to avoid taking a summer break from recruitment. This is particularly true if your unit has a good summer program. Summer, of course, is the best time to be outdoors, and that's when most boys need purposeful activities. It's also a great time to use your program to encourage non-scouts to join in the fun.

If your Pack has a Tiger Cub program, consider getting this year's group organized early. Encourage their participation in your Pack's summer program. Give these new members the opportunity to get involved with pack activities. This is also a good time to have Cub Scouts invite a friend to these events.

Summer activities can be meaningful and enjoyable. You can work with your Chartered Organization on a special need and create a stronger bond. Consider maintaining gardens in your local community, or marching in a local parade. Whatever the event, be sure to use it as a recruiting opportunity.

This spring, older scouts will be encouraged to recruit a friend. Each scout who recruits a friend to join a Boy Scout Troop or Venture Crew will receive a Carabineer key chain and a recruiter patch. Since the Council cannot hold recruitment talks in junior high and high school classes, this incentive, we hope, will motivate older scouts to invite their friends to join in the fun that Scouting has to offer.

Whatever your units have on their calendars this summer, be sure to have fun and remember to invite non-scouts. You may be delightfully surprised with the results.

I hope that all of your Spring Recruitment's went well. I understand that we have a growing number of youth interested in the programs that we offer.

Do you have all of your Summer Programs scheduled and your registrations in??????

I know that some of you are counting the days until the regular Scouting year is done. I would like to THANK YOU for your time and patience with the youth that you serve. They appreciate your time much more than you know. My greatest satisfaction in life is to have the young men that I helped through the Scouting Programs say hi to me as they go about their daily business (at work, shopping, walking down the street). This tells me that I made an impression on their life.

I would like for all of you to consider a summer program to keep your youth close to the Scouting program. Not just the camping programs, but other summer time activities that the youth will find exciting. Lay back on your weekly meetings to give them a break, but keep giving them programs that foster the Oath and Laws of Scouting, including community service.

The Commissioner staff meets year round to make sure that you have the very best trained and caring individuals working with, and helping your Unit. Please keep in touch with your Unit Commissioner every month for the latest and greatest information.

There is still time to conduct a Spring Recruitment if your Unit wants. Please contact your Unit Commissioner for the information that you need to properly conduct this important program.

One Thousand Venturers in One Year

 The challenge is before us. One thousand Venturers in one year.

Our council President, Doug Chidley, has challenged us to more than double our size and reach a total paid membership of one thousand by this time next year.

 That's no small task. But with more than 60,000 high school-aged youth in the council area, our target audience is inviting and huge.

In 2002, Venturing experienced significant growth in Northwest Suburban Council. We jumped from 325 in 2001 to 445 in 2002, an increase of nearly 37 percent. Not only did we start many new crews, specializing in music, religious life, aviation, scuba and outdoor high adventure, but we also added new members to existing crews.

 One Thousand Venturers in One Year. How can we make it happen?

 By staying focused, keeping it simple, and keeping it fun.

  • One recruit at a time: If every advisor challenges every youth to invite one new recruit, we are almost there without even starting one new crew. Ask  them to bring a friend to participate in your summertime super-activities or on a Blue Goose High Adventure trip. Encourage them to share the fun, share the experience and ask them who would be a good candidate.

  • A small but key incentive: NWSC is offering an incentive until June 15th for recruiters. NWSC Venturers who recruit a friend to join a Venturing Crew  will received a free carabiner key chain in addition to a recruiter patch.

    There are a few rules: The paid application must be received by the Northwest Suburban Council office no later than June 15, 2003; the application must have a note attached with the name, address, phone number,   and unit of the recruiter; the recruiter must be a registered as a Boy Scout or Venturing Crew member in the Northwest Suburban Council during the promotion period.

    The recruited Boy Scout or Venturing Crew member must not be registered as a Cub Scout, Boy Scout, Varsity Team member, or Venturing Crew Member prior to the promotion period; i.e., if a Venturing Crew member recruits someone who is already registered as a Boy Scout, the crew member will not be eligible for the key chain.

  • One crew at a time: Do we need more crews? Absolutely! Establishing new crews means new opportunities for our young people. What will their  specialties be? Most groups don't define themselves by saying "We're a  Venturing Crew." Instead, they're more precise, as in "We're a Music  Venturing Crew" or "We're an Outdoors High Adventure Crew." That distinction  shapes the Crew and sets the tone for the program. Once the program focus is  set, supplemental activities are added to pique the crew's interest.

  • Growth from within: As the quality of your program grows, so will  your Crew. While just about anything goes (within the Guides to Safe  Scouting), use the Venturing Interest Forms in the Venturing Leader Manual  to guide your leadership and learn about the interests of our youth. Use the  list of Crew Specialty Codes for ideas to research. When we find adults who  are excited and knowledgeable about a subject and anxious to share it all  with interested youth, a successful Crew is born.

  • The specialized approach: Some of the specialties we're considering  launching in 2003 are listed below . Which ones would you like to see grow  into a Venturing Crew in 2003? Which ones will you step up and support? Who  do you know who would be willing to charter, advise, or support a crew? Let  us know if you have ideas that aren't listed here.

    Super Scouter Saturday

    Ever wonder what next, in terms of training? Have you said if only they had training about this or that? Than mark your calendar for the biggest thing to hit adult leader training since the trained patch. Saturday November 8, 2003 will be the date of Northwest Suburban Councils “Super Scouter Saturday” training mega-event. This event is for ALL leaders no matter what level of training or lack of you have, from the venturing crew advisor to the tiger leader, from the Chartered Organization Rep to the Assistant Scoutmaster. Every leader in every aspect of the Scouting family will be gathering under one roof for the first time to train and learn as one Scouting family. Plan now to attend Saturday November 8th. Look for more information in the coming months both on the web and at Roundtable.




    NATIONAL SCOUT JAMBOREE 2005

    The Council Vice President for Boy Scouts, Hugh Smart, is pleased to announce the formation of the planning committee for the 2005 National Scout Jamboree contingent from the Northwest Suburban Council. Scott Ratter from Troop 964 in Lake Zurich has accepted the assignment as Committee Chairman and Contingent Coordinator for this event.

    The 2005 Jamboree will prove to be a great opportunity for 144 Scouts and 16 Scout Leaders as the Council has accepted the opportunity to send FOUR troops to the event that is taking place July 25 – August 5, 2005 at Fort A.P. Hill, Virginia. Preliminary details are being worked out now and the Jamboree committee is being selected. An application form is attached for those who want to secure a spot now. Leaders desiring to fill one of the 16 Troop leadership positions are asked to apply using one of these applications. Also attached is a fact sheet highlighting some facts regarding the Jamboree.

    The National Office is looking for over 7,500 leaders to serve as staff members for the 2005 Jamboree. Applications for staff positions are available from the National Office website – www.scouting.org .
