SCOUT EXECUTIVE'S MINUTE Dear Fellow Scouters: The stars align on November 17th at the next Council Executive Board Meeting. The latest Council Strategic Plan is being presented by Vice President Marie Diffley. The plan lists the mission, vision, goals, strategies, and tactics through 2006. The process included an officer orientation, initial workshop, eight work groups, a Latino workshop, community meetings, one-on-one interviews, and a wrap-up session.NCDS presents its findings of a Feasibility Study regarding a Capital Development Campaign planned to start in 2005. This group met at least fifty community leaders in preparation for its report. The Council Executive Board will consider a 2005 Operating Budget from a draft by various operating committees from district and council levels. The final version is reviewed by the Council Finance Committee in two meetings before board adoption. Why all the discussions around planning and money? These items are the driving forces behind an overall Quality Program, increased Membership Growth, and continuing year-round Program and Field Services in attracting and retaining youth into an active Scouting involvement.
